EPA Comment Period on Source Rule Ends Nov. 1
On Sept. 17, the U.S. Environmental Protection Agency (EPA) proposed an area source rule for iron and steel metalcasting facilities that would reduce the amount of particulate matter (PM) that certain plants can emit.

The proposed rule states that metalcasters with a production capacity greater than 10,000 tons of melt per year would have to comply with a PM limit of 0.8 lbs., or 0.06 lbs. of total hazardous air pollutants (HAPs) per ton of metal melted. All melting furnaces at new metalcasting facilities would be subject to a PM limit of 0.1 lbs., or 0.008 lbs. of total HAPs per ton of metal melted. Facilities also would have to comply with a scrap management plan to reduce HAP emissions.

The EPA also is co-proposing two alternative regulatory approaches:

  • raising the production threshold to 15,000 tons of melt per year;
  • establishing a rule that would apply to all metalcasters, regardless of size, that would require them to comply only with pollution prevention and scrap management practices.

The EPA initially proposed a 30-day public comment period, ending Oct. 17, however, they have extended the comment period until Nov. 1. The Agency is under court order to finalize the rule by Dec. 15.

As a result of the industry's efforts in Washington, the EPA included a number of regulatory options and alternatives in the proposed rulemaking package and requested comment on them. The American Foundry Society's Washington office will be working closely with the 10-E Committee to develop the best approach for commenting on the rule on behalf of the society. Metalcasters Reusing More than 28% of Spent Sand
U.S. metalcasters currently dispense 28.18% of their spent metalcasting sand to beneficial reuse programs, according to the results of a recent survey.

The recent benchmarking survey of 244 metalcasting facilities by the American Foundry Society (AFS) was part of a multi-year data gathering exercise to more fully understand the beneficial reuse industry. The data represents the amount of reuse performed from 2004 to 2006 by the participants, most of whom were ferrous metalcasters of varying sizes.

Survey respondents indicated construction fill and Portland Cement/Concrete were the most frequent beneficial reuse applications, and the avarage hauling distance for metalcasting sand was 17.9 miles. According to the authors of the study, these were areas of concern. 

"Only a small percentage of metalcasting facilities are using their sand in the top soils market," the authors wrote. "The industry is waiting on research that may open up markets in this area."

To lower the average hauling distance for the sand, AFS offers a mapping program to help metalcasters find its closest end-user. Leo Baran Named AFS Director of Membership
The American Foundry Society (AFS) is pleased to announce that Leo Baran has been named its Director of Membership Services.A Chicago area native, Baran received his BS degree in Metallurgical Engineering from the Illinois Institute of Technology, and is certified in Process Metallurgy/Nonferrous by the Cast Metals Institute (CMI).  Before joining AFS, Baran worked for the North American Die Casting Association (NADCA) from 1997-2007 as the Director of Membership & Marketing. Through the years, Baran has made presentations throughout North America and Europe on technical and management related topics.At AFS, Baran will oversee the membership department, including the 10% By 2010 campaign that kicked off in August.

AFS Announces Millionaire Award
The American Foundry Society (AFS) announces the Millionaires Safety Award.  The award is designed to recognize AFS Corporate Members that succeed in providing the highest level of safe and healthy workplaces.

This annual award recognizes facilities that accomplish one million, two million and up in million increments of consecutive man-hours worked without incurring an occupational injury or illness that results in days away from work or death.  Candidates for the 2006 or 2007 award must apply by January 15, 2008. The awards will be presented at the Metalcasting Congress President’s Luncheon.

“AFS is committed to making workplace safety a top priority, and we feel this award will help recognize efforts by our corporate members,” said Jerry Call, AFS executive vice president.
